Why Utah Set Me Off

I’m wondering what it is that Utah is doing? Please explain.

    Utah calculated what homelessness cost the state in terms of ER visits and other costs and adopted a “housing first” program that gives folks free housing and a case worker. That’s simplified—you can read about it at the Utah Housing Dept website http://www.housingworks.utah.gov/solution . As a result, the state is on track to end homelessness by 2015!
