This is a good look at what is being done in Portland, Oregon to help the homeless by giving them a place where they can build an affordable residence and be part of a community:

In my city, most of the home owners furiously fight the establishment of communitys such as Dignity Village. They fume about how it would look and that it would lower property values; meanwhile, people are sleeping on cardboard on the streets in the downtown area. That doesn’t seem to raise their hackles as much, go figure.
